Scotland has committed to achieving net zero greenhouse gas emissions by 2045, five years ahead of the rest of the UK. Meaning by 2045, Scotland will offset any unavoidable greenhouse gas emissions to balance at net zero.

Circular economy is a model of production and consumption, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as possible to reduce the use and harvesting of natural materials.
Does your organisation engage with local government targets in relation to net-zero/carbon emission reduction?(Required)
E.g. Glasgow City Council has the target of Glasgow being a carbon neutral city by 2030.

    Please confirm that your organisation is compliant with Minimal Financial Assistance threshold of £315,000 over the current and the previous two financial years. The threshold will not be exceeded by the amount the business will receive if successful in applying to the Step Up to Net Zero programme.(Required)
    For the purposes of providing the funds for the placement salary, please confirm your organisation would be able to provide a copy of the payslip/payroll statement for the placement and evidence that the salary payment has left your bank account. We can only reimburse payments if this evidence is received.(Required)

    Please bear in mind, the prospective applicants may not be familiar with your organisation or sector.

    I confirm that the business:

    (1) Can support a placement for a minimum of 16 hours for 20 consecutive weeks. The business will be the Participant's EMPLOYER for the purposes of the placement. You will issue a Contract of Employment to the Participant. As their EMPLOYER, you will provide managerial support to the Participant, onboard them into your organisation and provide regular support and check ins. You will also facilitate buy-in from the wider organisation towards the actions progressed by the Participant.

    (2) Understands your business will receive funding to pay £14.50 per hour for a minimum of 16 hours a week and up to a maximum of 25 hours a week covering 100% of their salary plus the associated employer National Insurance contributions and minimum automatic employment contributions. Expenses related to the placement will be covered by the Employer.

    (3) Understands any wage and associated costs for over and above the maximum 25-hour per week contract will be paid in full by the employer. You will provide the Participant with IT equipment e.g. laptop, personal protective equipment (PPE) and any other equipment required to fulfil their role.

    (4) Understands funding will only be given if a participant is hired using the Step Up to Net Zero process.

    (5) Understands salary evidence must be supplied each month, and payment will be made four weeks in arrears by Step Up to Net Zero (excepting instances where a placement begins mid-month, where payment would be made in the following month).

    (6) Will supply an accurate job description for the role to the Step Up to Net Zero team and interview potential candidates in accordance with your own recruitment process.

    (7) Will provide feedback to Step Up to Net Zero regarding unsuccessful candidates.

    (8) Understands the employability mentoring support offered to placement participants during the Step Up to Net Zero project is compulsory for all participants. The business will set aside sufficient time for the participant to access this support. This support will be provided by an external organisation and consists of a minimum of one hour per fortnight in addition to the time required to complete training courses.

    (9) Will ensure that the participant carries out duties which have previously been agreed in the job description.

    (10) Will ensure that a copy of the placement’s Contract of Employment is supplied to Glasgow Chamber of Commerce in advance of the placement’s start date.

    (11) Will inform Step Up to Net Zero of any issues with the role/placement as and when they may arise.

    (12) Confirms the placement will not replace existing or planned vacancies and/or cause existing employees or contractors to lose work or reduce their working hours.

    (13) Understands that, for a successful candidate to be processed, Step Up to Net Zero will require receipt of a participant’s ID, proof of address and national insurance number. The Step Up to Net Zero team will collect this from successful candidates.

    (14) Confirms that the business will complete all documentation requested by Step Up to Net Zero within the timescales required, including but not limited to evaluation questionnaires, case studies and review of participant's work. The business will also participate in monthly check-in calls with the Step Up to Net Zero team.

    (15) Confirms that authorisation has been sought from relevant senior management to make this application.
